People believe the navy will turn out to be the "good" and switch sides to joyboy but the thing is, there is no good or bad. Just two clashing opposite ideologies, probably something like "structured but safe" society vs a "free but unsafe" society. For example not every pirate is as nice as joyboy/luffy, so a "free world" is not necessary a safe world.

Sure, there are some who might switch sides but ultimately I believe most of the marines won't change sides. And akainu is probably one of them.
