I'm not sure if there would be any point in putting the elders through such a desperate ordeal to stop the broadcast if nothing of detriment to their reputation wasn't going to come out of VP's speech.

Imu wants to drown everyone in the world except for the celestial dragons for some reason (hell, they might be next) warning them means that people will prepare to survive on the water or learn how to survive the flooding which is detrimental and cause chaos which will make life harder to control things

Doubt that's what VP intends do because it's underwhelming
VP intended on letting people know of the current affairs of the world(the sinking), and what’s causing it. That’s what he intended to do. When he recorded it he didn’t have a clue who did it, so no VP never intended to screw over the WG

The WG benefitting from it makes sense. They’re the villainous group of the story, they should be in a position of comfortable power.

Clearly whatever VP reveals in his speech's climax is going to be the thing that they're most afraid of since that's what all of this has been building up to. So I don't know if the biggest detriment to them out of all this would be pertaining something that was made known mid speech while he finishes off weak.

This, or the ending has to somehow pertain to a problem which isn't a detriment to the govt's reputation but then it has to one up even the world sinking knowledge being made public concern to the elders as you point out.

I think it’ll just be the name of the ancient kingdom. Remember Punk isn’t here to make theories or point fingers. He’s not going to blame the World Government for things he can’t prove they did.
