According to Oden, we are most likely headed for the biggest War in One Piece thus far:
IMO Big Mom is going down here in Wano same as Kaido. Wano is the culmination of everything building up in the Yonkou Saga thus far. Big Mom story will have a part in Elbaph but I think she is going down here with Kaido, not fighting against her in Elbaf.
Also I'm probably alone in this but I think Blackbeard and Shanks will play some part in this arc somehow, BB already is, with the intermissions chapters. After Elbaf mini-arc we Journey to Discover the One Piece and Final War to bring down the WG and change the world. Shanks and BB plot will fall somewhere in this.
(imagine a massive war being foretold terrible enough to split the seas and marines won't be part of it lol, they are coming).
The Yonkou Saga started with chapter 802 and it's been about Big Mom and Kaido, they have also been paired together in the story, while the story pairs the other two Yonkou together (Shanks & BlackBeard).

Wano is just stepping stone
- BM's build up against the strawhats starts at FMI
- Kaido's build up starts the arc following, punk hazard
- Dressrosa both get little build up. With BM's ship being there. And Kaido due to Doffy connection.
- Zou both are hyped up together.
- WCI builds up the BM pirates decently
- the 70+ some chapters of Wano have built up the Beast Pirates decently
Oda then creates hype around the Rocks when the arc starts. Then he goes into it furthermore in chapter 957. Stressing on the these two uniting being the biggest pirate threat in history.
They unite together, and both agree to take over the world and settle their differences after world takeover.
Garp, Roger, Rayleigh took out the Rocks pirate the strongest pirate crew that had been formed up until that point. Filled with monsters and legends. In an underdog fight.
Now 40 years later, the youngsters of the Rocks have returned to form an even bigger pirate crew than the Rocks. The biggest pirate threat ever seen in OP world's history. And who are the ones taking them on? The ones that are labeled the Worst Generation.
This time it's not just Roger, Garp, Rayleigh, just three top tiers of the golden era in their younger states..
Its Luffy, Zoro, Law, Kidd, Drake, Killer, and potentially even the likes of Smoker can come in. Individuals who most of them will all be top tiers at their peak.
It makes no sense to build up the conflict of Worst Generation vs Rocks... if you're gonna have one of those individuals that make this the greatest pirate threat in history turn goodie goodie and abandon it all.
The downfall of the Dreaded Monster Kaido and the Mad Empress Big Mom will signal the "we are here" moment of the Worst Generation and any young marines that might against the emperors.

Then Laugh Tale, a fight with the government and then the end.
I need a Wano war, Elbaf, Teach vs Luffy war, Raftel and only at the end an enormous war against the government and a great part of the marines
The biggest issue with Kaido and Big Mom trying to be "The new Rocks" is the fact that their whole alliance was thrown together on a whim. It's not one powerhouse who unites all these other Pirate Crews who don't get along, under one banner. It's two powerhouses who share a common goal, and want to see that goal come to fruition.
It's a recipe for disaster however, because both Big Mom and Kaido have been sitting at the top of the World for so long. They've both been plotting and building up their Empires for decades in order to be the first to reach Laugh Tale. So are we really expected to believe that when the time comes, one of them is going to back off and let the other take the glory of being the next Pirate King?
There is also the matter of Garp and Hina explicitly speaking on the matter of Rocks, and how it has started to gain more traction recently. This is discussed in a manner that suggest the re-emergence of Rocks has been in the works for quite some time now. This was stated even before Big Mom and Kaido made an alliance.
The one who perfectly fits the build of bringing back Rocks in full force is Blackbeard. Beehive Island has been under his command for at least a year now. All the powerful Pirates of the New World, conglomerate on his Island. His goals seem more in line with that of Xebec. He doesn't seem like he's content with just being "The Pirate King", but rather he wants to sit on top of the entire World.
Big Mom and Kaido aren't trying to replicate Rocks, they are trying to achieve what Roger did. Blackbeard is the one who is trying to accomplish what Xebec was trying to achieve.
