Mihawk was never > shanks

Mihawk is waiting for someone to surpass the shanks he fought!!! Not current shanks
Since he has never fought YONKO SHANKS!

Shiki lost even stronger Garp and Sengoku
The Garp that fought Shiki was lot stronger than the one that fought Rox with Roger

Shiki WB BM Kaido surpassed their captain by far.
Anyway i think Rocks was Mid top tier vs low top tier Garp and low top Roger

Back then :
Rocks Mid /high top tier
WB low top
BM yC1+
Kaido YC2/3
Shiki joined later , but I think he was YC1+ or low top too
