I believe sheβs called that because she has the ability to turn those who have romantic feelings toward her into stone (which happens to almost everyone), similar to how Kaido was called the strongest in the world because he was thought to be unbeatable (I think??).

"Most Beautiful" is super subjective anyways, as example SIU mentioned before introducing her properly in Tower of God webtoon that Yeon Yirang (used to be Hana in a blogpost) is the most beautiful woman in the tower and while she fits the high beauty standards probably more than Hancock ever did, many TOG fans still disagree with SIUs message after we saw her in Traumereis flashback and call xy other female character more beautiful (and there's a lot of them, more than in One Piece iirc).

It is a matter of personal taste, but when Oda creates 90% of the women with the same body type, it becomes difficult to distinguish why one woman is more beautiful than another, other than simply labeling her as such.
