First Luffy can be the pirate king but won’t. Instead someone else will snatch it from him.
It’s not about strength but as Buggy said, it’s about who does it first. Whoever gets the one piece first becomes the pirate king.
You would think this twist will make no sense considering this was always shown to be Luffy’s dream/goal but we know his real dream is something different that isn’t revealed yet. Instead we know the dreams of the Strawhats and expect them to achieve them. A quick review of that:
Zoro- to be the greatest swordsman
Nami - to draw a map of the world
Usopp - to be a brave warrior
Sanji -To find the all blue
Chopper - To find a cure for every disease
Robin -To know the true history of the world/the void century.

Among those dreams, notice something that aligns with becoming the pirate king? According to buggy:
Finding the one piece first = becoming the pirate king.
Throughout the manga, we discovered finding the One Piece & finding the true history of the world/void century come together as a package.
If the SHs get to laughtale, Luffy would not be the first person to find what the One Piece is but Robin who reads the Poneglyphs would (and then transfer that info to Luffy). Hence she came first.
A funny twist where Robin is the chosen one that Oda drew as a joke in an omake:
Interesting enough, Robin is the only Strawhat that didn’t have dramatic declaration that Luffy will become the Pirate King. Instead she talked about the wings of PK, but never mentioned Luffy.
Instead Oda secretly was referring to Sanji and Zoro as the wings to this pirate king:
To end this thread with the reason that made me discover this theory: In 2009, Oda joked about Robin replacing Luffy as the king (my Japanese is not the best but you can judge by yourself)
