Zoro easily obliterated Lucci after obviously being sidelined by Oda for plot purposes - a full on fight is something entirely different.
Lucci is not the strongest CP-0 Member. He's a masked agent. Same rank as Kaku, long arm guy and hat guy. The fact that Kaku rose up to the same rank as his superior says a lot, btw.
