Aren't the Admirals mostly relative? I mean they all excel in their own things (Kizaru's the fastest and Issho has the best Observation Haki for example) but still.

I personally have Kuzan and Sakazuki in one tier and the others in another just because Kuzan and Sakazuki have continuously gotten better portrayal than the others
