They never implied that. Fuji was testing Law and Doffys power to see if he even had to take them seriously.

Here's something that I'd like some clarification on, regarding the SBS.

Oda says that he didn't want Shiki to have the Float Fruit, and that it actually goes against a personal rule of his.

The thing is...didn't Oda write Strong World? A bunch of advertising at least says that he did. If he didn't want Shiki to have the Float powers couldn't he have just given him a different Fruit? From all accounts, Oda was at least heavily involved in Strong World specifically. So, what's up with that? Was he just bulldozed by the movie executives, somehow? Did he just give them a outline and someone else did most of the work?
