Agreed, In this arc Oda not going to really separate them until the arc they are going down. Even cp9 we didn't really see the difference until enies Lobby. Kaku hit Zoro, Blueno was dodging Luffy, Lucci smack them both. Enies Lobby told us the difference in stregth, potrayal etc... Oda knows they are immortal so he throws then around and make all kinds of nonesense happen to them similar to BM but she not getting hurt so he can still claim she Yonkou level.

Wasn’t Garp being a Monkey D a secret, hence nobody ever connected him to Luffy until enies lobby?

I'd need a single panel of their surnames ever being acknowledged as secrets, not just their connection. People in-universe could still connect (or fail to) "Monkey Garp" with "Monkey D. Luffy" just as easily as "Monkey D. Garp".

In fact, this would be even worse, because it would mean Garp and Dragon knew the importance of hiding the D, but explained it to Luffy nor Ace for their safety, who went around screaming their full names from an early age.
