Tou was goated from the get-go unlike the failed attempt to create a Houken that doesn't act like Houken.

Ouki's associates are THE plot movers. Last time we shifted back to him it was during an amazing arc, War of the Three States. Han also serves as the connection point to multiple states that will not leave Han get annexed, so in all likelihood, Tou's army will fight forces from multiple states, and arcs in which multiple states are involved are usually peak.
