I didn't notice that Zoro was looking down, however He might simply be reacting to other Gorosei, since it's First Time He see them.
But i find it interesting how Oda drew that Mysterious Man holding his Sword, something He didn't do with Punk Hazard Spectators for example, indicating that He is preparing to Fight currently & could get Introduced sooner than We thought
