One Piece is intertwined with the void century story. Kuzan's interest in seeing out Robin's journey and making his own decision by the end directly ties him to the final war. He's one of the best characters in OP and a massive wild card.

Mihawk on the other hand has shown no interest in One Piece or taboo history. It wouldn't have made sense to include him. He's still HIM, but he's not directly tied to the final final plot points of One Piece.

Also Zoro is the deuteragonist, it's not that complicated lol
