However there's no need to pass legislation to gradually take away freedoms simply because control of supplies is all that's needed. Control of the food specifically. We started off with the farmers protests now since their rights are infringed.

There is also the fact that to attain that degree, said civilization should be at least a type I on the kardachev scale and heading toward a type II. That would mean a technological existence of thousands and thousands of years.

The question is, during that time (between Stellar and Interstellar Travel) wouldn't a civilization have the time to transform into a Utopia ?
