I don't think it is that complicated but I guess agendas are what keeps this forum or rather any One Piece online discussion alive but somebody has to speak the truth that I assume most people already know.
We saw this panel, and well for starters Oda often drops the panels to hype the on-going situation and when one of these panels supports agenda of a certain group, and I am gonna say obviously Zoro fans are included in this too, they hype that panel to the very extreme. One of the oldest form of such panels, which really in the grand scheme of the story went no where is this.
And it didn't go anywhere because where the story landed in upcoming years to people to the right of Monkey D Luffy didn't even come close to the importance that Zoro received but in the situation, it mattered because among the newly introduced group of "Supernovas" the three were more significant, not necessarily strongest because I think Luffy was one of the weakest supernovas at the time and obviously now he is strongest or second strongest behind Zoro.
We also got this panel of five leaders of new generation and while that panel also held significance in that point in the story, in the long run it didn't matter
And obviously that also didn't go anywhere because we know what happened with 3 of these 5 "Leaders of new Era", well at least we kind of do. Now whether they are getting medical attention or are in impel down, I really don't know
And now Marine Fans are suddenly gassing up Akainu for a present day hype the situation panel we got when for years they themselves have denied panels like these, is also an example of feeding an agenda. That is really equivalent of someone using this panel to say Oden is above every single Marine including Prime Garp because he didn't make it to this panel
And now we suddenly get this panel where it s clearly stated "It all depends on who finds One Piece", a goal that Mihawk has no interest in what so ever, is suddenly being used to downplay him. The amount of insecurity around Mihawk is so high that things that clearly go against the fabric of One Piece in terms of Mihawk downplay some how always gets used against him.
It was Mihawk himself announcing the fact that he has no interest in taking the title that will directly put him in a poster like that, instead of Buggy, instead he is using Buggy as a figure head. But what people are not talking about is the fact that Mihawk's 3.6 Billion Bounty he earned quite literally based on nothing but his strength is what gives Buggy's Yonko title legitimacy and puts him on same caliber as Shanks in the eyes of One Piece world. And he is still shown as lesser threat than Mihawk based on his bounty, when Marines are more scared of Mihawk than his captain who also happens to be Yonko, the perception is that fear factor of Mihawk is superior than that of Yonko, albier so much superior that even if his captain is a Yonko, Mihawk is still the biggest threat in that orginiztation
But now that Buggy has announced himself in the race, what external force do you think is going to protect his ass when Luffy or Shanks or Blackbeard or Akainu attack? Crocodile who lost to pre-time skip Luffy? Or those impel down prisoners? Or Daz Bones? No it will be Mihawk and through serious characters like Law and Zoro it has been established that while Buggy himself maybe a clown, his status as a Yonko is legitimate, his overall strength as a Pirate is legitimate and they can compete with any Yonko, why because they have freaking Dracule Mihawk. And if we dismiss the troll factor, the agneda piece, the desperate desire to downplay the character who hasn't even taken a single hit in manga, nothing in that panel downplays strength of Mihawk.
If anything Buggy being in that converstion, the guy who is Yonko just in the name and in reality biggest threat of organization is Mihawk, it gives Mihawk the hype and that is not me making it up, that is World Government sanctioning it right here.
And in this context Marines Revolutionaries all want to find One Piece because according to Vegapunk's announcement that's where the true truth of the world is.
