Kuzan hardly used his fruit. It was shown and stated time and time again that an admiral using their powers freely causes a lot of collateral so they have to restrict their power. Kuzan's powers can affect an entire island. His warning shot against Mingo froze the entire area around him in an instant, and almost caught the G5 soldiers as collateral.
