It progressed the plot more than any other arc ever and that not even talking about VP speech .

I know the ending part of VP of speech is downer and last part of the arc was slower .
But when you really look at this arc it set up the whole end game of OP is so many differnt ways.
It's the arc with most set up , plot progression and overall lore in the history of the manga . ( even if some of it not done good)
