Bm and Kaidou were ass bro, almost felt like filler. Kizaru was not even a central antagonist like that and he left a mark on this series in limited time.
What has any antagonist done in the story? Kizaru had iconic moments, he had the role of menace for 2 arcs, accomplished that role to perfection. And in this arc he accomplished one of his major missions, while receiving some character moments.
He's done a lot in limited time. That's called impact.

The moment Luffy went G5 there was zero tension anymore, because everyone knew Kizaru couldn't do anything against him.
Oda then proceeded to let Luffy turn Kizaru into a pizza, sending him off the island and then wrote him out of the arc completely while introducing the Gorosei as the major threat of the arc.

Big Mom had two arcs focused on her, WCI which was 78 chapters and Wano arc which was 149 chapters, and Kaido just had the Wano arc.
Meanwhile Kizaru focus was on Egghead which is around the same length as the Skypiea arc, and yet the focus on Kizaru's character is far better than the hundreds of chapters that focused on Kaido and Big Mom.
