Yes he is being a dick about it but he is also saying that it's disgraceful that this bastard let the old man die although he is a yonko, and he is not saying that because "he is not partying"

Luffy could jiggle his balls and one shot 3-4 foddermirals, Mihawk, Ryuma, Prime Ray, Big Mom, BB etc etc

The moment he got serious he turned fodder like Lizaru and Saturn in 1v2 despite Lizaru going all out bloodlusted 100%

He’s not saying it’s disgraceful Stella’s dead. Look at the context, he’s saying it’s disgraceful Luffys letting Stella’s death stop him from partying. He doesn’t give a shit that Stella’s dead

No this is wrong because Zoro calls Luffy "あの野郎 "(ano yarō) which means "that bastard" and this has a negative connotation.

Also, Zoro says "死なせた" (shinaseta) which means "allowed to die" or "caused to die".

So, Zoro is basically saying that it's disgraceful how this bastard allowed Vegapunk to die despite him being a yonko and he is being a dick about him being sad
