Zoro’s primary frustration is with Luffy allowing Vegapunk to die, not with him being sad about it
みっともねェな (mittomonē na) -> Zoro views the situation as "disgraceful", "shameful" or "embarrassing"
あの野郎 (ano yarō) -> Zoro calls Luffy "that bastard", yarō has a negative connotation, which further implies he is disappointed and frustrated with Luffy, this shame is tied to Luffy’s failure to act appropriately as a Yonko, rather than Luffy’s emotional response to the situation
死なせた (shinaseta) means "allowed to die" or "caused to die"
Zoro is angry because, as a Yonko, Luffy should have the power and responsibility to prevent such deaths, and failing to do so reflects poorly on him.

Zoro is shitting on Luffy because he is crying and depressed when he is a Yonkou just because he let an old dude die. So basically here Zoro says stop bitching for a death and act like a Yonkou.

We see them clash once and that was tag attack with jinbe.
The next time we see them zoro was trying to escape and Lilith had to tell him they can't because of ethan until atlas came.
Also no one will look down on you for being sad that someone you know died .
