Straight up like read the narration. It hypes up this conflict as being this huge war and the players involved, then Oda decides to overshadow his characters with Gorosei anyway lol. I cant complain about getting designs from them or having them be a threat, but my god it feels like there should have been like 10-15 fight chapters between 1093 and 1110 (basically before Saturn and the other Gorosei arrive).

He had Saturn jump into the island extremely quickly, instead of letting the Marines actually fight first.
