He should be at least Fire Dragons level which Kochou falls at.

If he's only Heavenly Kings level then he wouldn't be a good fight for Tou. My headcanon is that Raku'A Kan is above Fire Dragons bar Gokei but slightly below Keisha.

Strength wise, probably 91 tbh. He will be a strategist rather than a fighter (Yoko Yoko got him for that).

I think that he will be QG6 level because Han is one of the powers of the period and being the smallest is by no means that it has no capable generals to defend itself, Seikai was just a GG of probably a bigger group and not the best because I being the king of Han would not risk my best cards when I can keep them for more important events like invasion by Qin/Wei/Chu/Zhao or how do yo all think Han survived that long being surrounded.
Just think not even the QG6 of old managed to conquer them and that says a lot I say that he is QG6 or Juuko Level general.
