Fuji told me back when I was trying to get an Omega kill to use on Nat that he would need to discuss it with Prof, because I was asking if scum could destroy the writeup on it. So I don't think he planned for them to be in the game at all. I would say it's technically possible, as always, consult the OP to see who is alive. Once Fuji has confirmed it's updated we will know for sure.

I don't see omega is planned with ultra being in the game that too a reversible one so either he gave some leeway to scums to reverse it considering the revives or there is something off
