Yea you're falling for that Oden bs again, characters aren't living breathing powerscalers. They have history, not to mention we don't even know who the other Admirals were by name or even if there were other Admirals at that time. The only one we know was Kong, but he was the Fleet Admiral. He's the one sending the Admirals and Vice Admirals, he's not dispatching himself.
In the same vein, Kaidou putting Oden in his top 5, does not mean Rayleigh, Mihawk etc. are weaker.
Worst case scenario you can say Sengoku was stronger than the marines of his time except for Garp. This says nothing about the mid generation.

Just gonna say this, I do not think Oda would give Sengoku a Mythical Zoan as well as CoC just for him to be an average top tier and only equal to the Admirals, when no other Marine sans possibly Garp have those so far. Not to mention he's generally respected by a lot of characters in verse and even Roger hyped him.
Sengoku doesn't get to be above Akainu by default, and we know Aokiji could go 10 days extreme diff with him, and Kizaru by way of C3 MF portrayal is the same.
Sengoku's in the same boat. You can def give him the nod over Fuji and Aramaki, but that's all. The others are ~ Akainu.
