The fact is: Imarui was a very small city, with basically no military power, a very vulnerable city, but with a lot of wheat and alcohol, something valuable in a war, and Garibaldi knew it, he not only knew it, he wanted it.
If he didn't want to attack, then why rape all the women? Destroy the whole town, kill all the animals, kill a lot of innocents who didn't even want to fight, destroy houses.
