Imu being a devil (or at least having eaten a Devil-Devil fruit) seems more likely by the minute given his power set.

Personally lean slihgtly towards the later since the Saint Imu info from Invakov seems to imply be it a man or a woman, Imu was an actual Celestial Dragon at some stage,.

Since 4 out of 5 of their forms were Youkai (Still don't get the Sandworm), I wonder if there is a Yokuai in Japanese folklore that is like the "mother" or "king" of them.

Akainu, Mister Absolute justice, has been a Fraud since minute 1 of his career. That man has been doing the WGs dirty work ever since Ohara at the absolute latest and yet doesn't do shit about the Celestial Dragons keeping slaves, a very much illegal thing.

Its the flaming hypocrisy of Absolute Justice that bothers me.
Absolute Justice but turn a blind eye to the atrocities and crimes of the Tenryuubito.
Kill everyone for Absolute Justice except the actual problem.

We are following Luffy's adventures but we should never forget most pirates are like Vasco Shot or Kid. Thieves, murderers, rapists, the worst society has to offer. The WG exist to keep them at bay and protect the world.

Also secrets can be extremely dangerous. Should the Ancient weapons be awakened, tens of thousands would die, chaos would spread and the strongest pirates would rule the world as they like.

Why shouldn't they trust the government? It is trying his best, isn't it?

With Oda breaking the pattern with the Sandworm, I am currently waiting what happens with Garling. If he inherits Saturns powers or gets his own I would guess we would be able to tell more about if Imu simply has general demonic powers and Oda just went with mostly Japanese ones since he himself is familiar with them/thinking they are cool, or if Imu himself is also part of the theme.

From what I know Japan does not really have a true "TOP" devil for Imu to emulate though. Izanagi and Izanami are the mother and father of all gods, so he could be either of those in theory I guess? Could be that Nika was the other, and Imu is the surviving other half of the creation deity pair of One Piece.
