The only two instances were Marco's knee & Zoro's Onigiri... both didn't do much to King and means nothing in the grand scheme of things.

With the info we have now, the most logical conclusion is that Flame On is Invincibility & Flame Off is Speed.

Luffy put the damage on FUjitora = Luffy is weaker than Jack.

Karasu/Morley did no damage to admiral = Morley and Karasu are stronger than Jack
