I said why, imho:
- because a system that ends with 4 Is Just wierd. It's either 5 or 10;
- because Doflamingo's system (of which the CG's Is a ripoff) was the same with the exact same distribution, and that heavily hints at no one at 4 and one at 5;
- Dragon's bounty we know already Is at 5, and Akainu and Dragon clearly have a deep connection that will be explained in the future and now are both heads of their respective organizations:

Potentially, Kong can have 5, but I doubt It. He Is way to irrelevant for the plot.

Worst criminal screams of highest bounty to me, since bounty should be basically that: the highest the wrost the criminal Is.
Also, It would be kind of silly, imho, to have the worst criminal in the world without the highest bounty or at least on the level of the highest.
Anyway, It wasn't said clearly so one can obv. disagree.

"Personalized" for characters who CG deems doesn't fit their rank.
The rank bounties are set in stone though. Each rank has a set of stars or crowns.
Admiral rank = 3 Crowns
VA rank = 5 stars
Captain rank = 1 star
Coby was valued at VA rank, Garp was valued at Admiral rank. If CG deems your rank doesn't indicate your actual rank, they will just upgrade you to the appropriate rank.
I think each rank has an appropriate amount. 3 bil is a solid default for Admiral rank. I think 4 bill is too much for a rank based bounty. You have Yonkou scraping by with 3 Bil, Teach even had 2.2 earlier. So I think 3 bil is a solid spot.

The WG bounties have tiers like this too? The fact that individuals do get unique CG bounties is enough proof that they narratively share the same reasoning as the WG Bounties. There’s just a lot more fodder in the Marines than there are in any pirate crew.

Worst criminal means exactly that for me, since the worst the criminal Is, the higher the bounty Is.
The Marine Is not some kind of church, there aren't good crimes and bad crimes: worst criminal means bigger crimes, and we know Revs are the only one that actually attacks the WG, and bigger/worst crimes means bigger bounty.
