He was simply in charge of them.
In past he might be one , Currently he ain't the one doing holyknight Job. He's managing them.
Kaidou is the only one to be classified yonkoh in the group rest are Commanders , let that be All stars or Tobbi roppo.
Whitebeard was the captain / Yonkou. Rest below him were Division Commanders like Holy knight.
Learn to differentiate between Authorirative roles and The actual ones who do the ground Work.
And Holy Knights ain't an Organisation or Crew lmao. It's a Subsidiary of WG itself.

He was shown to be one during God Valley so we agree there. But he literally executed Mjosgard which seems to be a Celestial responsibility. It's headcanon to say he's just managing them, unless you mean he is now that he got promoted

But do we know if even Holyknights themselves have the authority to kill Other Celestial Dragon?
At that time Garling was introduced as
" Supreme Commader " of Holy knight.
Bar Gorosei and Garling , I personally do not think so anyone else is allowed to execute a Celestial dragon.
In God's Valley , he was Introduced as the champion of God Valley.
Maybe he was always the Supreme Commander of that group. He was ordering people back then too , rest were just listening.
Even aside from Promotion to Gorosei , I don't think so he should be counted among Holyknights.

Considering Dragon's panel above, there are at least 9 for sure. However, I think that there will be more, maybe even up to 13~18.
Why 18? Because I feel that each family has their own "monster"... so 20 families, minus the Nefertari (not CDs), minus the Donquixotes (maybe Doffy was the most talented of his generation, so they missed it out) = 18 God's Knights.
Why 13 as the minimum? That's by subtracting the Gorosei, if we consider that they're already the "top guns" of their families.
Then, there's also the possibility of two representatives of a single family in the God's Knights, as people speculate that Shanks' brother is also a God's Knight. Other families might be the same, so there may be even more than 20 God's Knights.
