Do you recall what Shanks told the mountain bandits when they kidnapped Luffy? This is a pirate crew, not a game. You attack them, you risk your life. Luffy will understand. It also shows Shanks that his boy has real people around him.
As for Luffy vs Shanks, after the Joy Boy haki, it is obviously they will battle it out using CoC. No need for pointless physical violence.
The world govt has always seen anyone with CoC as a major threat, evidenced by the order to also kill Luffy at MF, when he displayed this 1 in a million ability. This threat is now evident is an extension of Imu’s fear. I would argue Shanks will deem Luffy as having surpassed him, when his haki, all 3, is significantly stronger than his own.
Maybe the strawhat is always passed on to someone that has haki potential, stronger than Joy Boy’s determined by them sensing it on the hat itself. We don’t know where Roger got it from, but Roger > Shanks > Luffy
