I would argue Coby is more responsible to Garp's defeat than Shiryu. Garp says he wanted to get him the whole time and he attacked Coby so that Garp would take the hit. He was chicken shit to not take a shot on Garp when he is actively fighting or took a shot off panel and failed. Either way not looking good for him.

Koby is the normie who becomes a great admiral able to change the world.

Kuzan is the admiral who didn't let himself be corrupted by the world's evil, and gave up his position to go chase his own dream.

They are the same character. They are not opposed.

If Kuzan doesn't have a heel change against BB, like everybody expects, it won't be another marine that takes his down, but somebody who is opposed to his own dream.
