At the end of the day the strawhats can’t face Blackbeard, shanks, buggy, imu, akainu, etc all at once. There’s going to need to be some separation and time in between even for the strawhats.
Focusing on 2-3 organizations an arc is the best way to do it while allowing the other groups to do their own thing in the background

Luffy is eventually going to have to face each emperor and admiral at least once even if it’s not all long drawn out fights like against kaido

I disagree. It can happen all at once (well, the WG doesnt need tk be involved here). We just need to accept that not every fight is solely Luffy's or anyone elses. Some will be, but Oda isnt going to draw 100+ exclusive fights the remainder of the series. I.e. Luffy can fight Akaimu, Shanks and Blackbeard, but they can also fight each other. Thats the point Im making here.

Its going to be absolute chaos in that regard.

If your argument requires me to completely overlook the fact GB was using blackened haki at the time you have a very weak argument. For all we know that is just a wooden bokken GB created from his own devil fruit power and he added haki to it.
