Awakening and maybe adv CoC or adv CoA will be good for him, he will be a strong opponent.
It just, a vice of a Yonkou is never close to his captain. Shiryuu will be>Katakuri and King, he will be broken and a low top tier to maybe even mid top tier(if he beats Benn).
But he is not stronger than people who are strong as his own captain, it don´t work like that.
Even Luffy failed to put down Kizaru for good in egghead and im pretty sure Kizaru didn´t go all out either(awakening).
Admirals are the opponents who come after all the race for the One Piece ends, this should be enough to know where Oda is heading with their powerlvl.
And as Sanji,Zoro,Luffy or other fandom fans who have the potential to face them, I would wank the shit of them...

Old Garp clashed against aokiji and used his haki to nullify his DF ability while blitzing the fuck outta him , then Garp rag dolled Aokiji and dealt with Fodders and Teach commanders off screen which further weakened his stamina yet he was still up against these so many fellas without losing a step ; Fodders weren't having any hope of winning as the cycle of rag dolling would have continued if not for shiryu's stab that weakened him hard then Aokiji finally got an equal clash against an Old Weakened Garp's no named hardened punch, then Garp mainly because of the stab and secondly the wounds he got off screen went to use what's left in his energy tank to stop pizzaru by blitzing and rag dolling aokiji then punching through Pizzaru's Golem !

and implied that in his prime he could have successfully helped the strawhats and dealt with Kizaru at the same time , in other words he could've left Kizaru in the dust and dealt with kuma and pacifistas with sentomaru while protecting straw hats , had he been in his prime . Kizaru was visibly embarrassed. To a point he had to vent his rage by capturing 500 fodder, while Sentomaru was justifying himself to the higher ups, asking how many times more he has to repeat that they couldn't do anything in front of the Dark King.

As a conclusion :
> Prime Rayleigh has the strength to protect straw hats by stopping Kizaru and dealing with Kuma and sentomaru with pacifistas thus showing a strength that scales above admiral level .
> Old Rayleigh has the strength only to stop Kizaru thus showing a strength that scales to an admiral level .
With that being said , this is the Prime strength of Legends who can push RogerBeard to extreme diff and yet Admirals or C3 scale power wise to their Old Version ! and like what @ConquistadoR said these Admirals are just at that level since they have shown be CoC less !
