It’s about the portrayal. The OP community long ago used to place much higher value on portrayal than they do now apparently.
Whitebeard is a high top tier even in old age. He was stronger than Kaido and Shanks at least in one point in his life. Therefore we can assume pretty safely that Whitebeard has his own means of combatting top tier FS users like Kaido and Saint Shanks. Which in this case yeah is probably FS since Whitebeard doesn’t have any speed based fruit or anything like that.
But the other Admirals do benefit from the overall level Kizaru showed. So we can assume any Admiral deals with Snake Man with just as little effort as Kizaru did. They may not speed blitz it but Snake Man is a low-ish diff for any Admiral based on Kizaru’s showing.
And I guess that’s my point with Marineford Whitebeard. Aokiji dodging Whitebeard’s stab is an indicator that he could deal with TB just as easily.
Before Kaido showed FS, I would have said the chances of Whitebeard and Garp having better CoO than Kaido were 100%. My opinion hasn’t changed.
The thing about TB is I always just kind of assumed it was like, a standard attack for a top tier. TB got wanked as hard as it did because Kaido was fighting a bunch of high tiers.
Once Luffy unlocked AdCoC, he could easily match TB with just a punch. And that’s really how I always saw TB. Any top tier would easily match TB with their own signature attacks. It’s not some blindingly fast attack, it’s just that Kaido was fighting weak opponents. TB was immediately reduced to the level of base Luffy’s punches as soon as he unlocked AdCoC.
So yeah, I don’t think Kuzan would really have any trouble with TB, the same as Whitebeard’s stab which was a stab intended to kill an Admiral. The people who think TB would start one shotting other top tiers don’t understand what a top tier is lol.

Not too sure where I stand with Kuzan. The pages & official translation will matter a lot to me, because in previous chapters it would imply Kuzan is lying here. But there's the chance that, off-screen, Kuzan did go for the kill. We do see ice impaling Garp after all.
If he has more in the tank, IMO he's gotta be lying. But I personally was hoping for a pirate Kuzan or a Kuzan doing his own thing, not another Drake.

The difference for me is that admirals were introduced as WG employees, powerful and high-ranked but employees nonetheless. I never expected them to try to shake the world or change the statu quo, they’re here to defend it if any.
Fujitora moved the story forward with his disbanding the shichibukai thing but I don’t think he qualifies as a villain
Yonko are all leaders of their own group aiming for the One Piece (with the exception of Whitebeard) and aim to be a the top yet only Blackbeard has been constantly moving things forward the moment he became one. I think Law even pointed out how prior to WB’s death everything was in a deadlock
