If that were the case he wouldn’t have been shocked when Yasopp told him to move nor would he have been happy Luffy has such good subordinates literally “How could I not smile”
Bartos obviously going to survive, likely because the RHP are going to fish them out of the water after this
Because Shanks didn’t want to cut off their heads? After he got them to surrender, he left their punishment up to the warriors of the island they were planning on attacking.
The giants sank them, not shanks or the RHP. I get you want shanks to be a villain to excuse Kid, but Kid was the villain in this scenario.

He asked that back when he thought it was going to be a battle. He even told the weak crews to back off.
Then Kid decided to attack and try to kill the fodder anyways and escalated it. So Shanks one shot him, and the giants said what they were doing was a penalty for raising a weapon against their country.
Yeah that’s all Kids fault, Shanks isn’t ruthless. Dude even gave Kid multiple chances to surrender and made sure Kid was fully healed before hand AND allowed kid to live after he already attacked the RHP once.

Kaido captured the Kid pirates and tried to get them to join his crew. He actually succeeded in getting Killer and the rest to join.
BM even walked away from Kid and Law when their crews begged her not to kill their captains.
Luffy would obviously never kill a surrendered enemy.
I’m not saying Kid isn’t at fault for what happened, but Shanks is very clearly portrayed as a ruthless pirate. He has done this same thing on two occasions now.

In fact we see this in chapter 1 itself when Lucky Roo cheap shot a bandit and Shanks gave his speech about how he’s no saint

Shanks already said that letting them off the hook wihtout any penality was going to be troublesome for his image of a defender of his territory. Anyway it also seems it was Yasopp's decision.
Depends how you define it, he seems to be more willing to instantly resort to killing but I would call Kaido enslaving/experimenting on an entire island over decades more brutal. Plus it's not like Kaido doesn't want to kill either, he just keeps them around if they can be useful.
And as for Linlin she funded experiments on children which involved them becoming addicted to drugs. Plus she ate her own child... to me she is the most naturally brutal force in the entire verse.
Shanks let Bartolomeo go with just a busted ship, that's far easier than either Kaido or Lin would have gone on him, no matter what he offered them.
Shanks is even more of a saint than Luffy. His fleet is made up of weaklings that he protects at no extra cost. He doesn’t torture his victims either or kill his own men.
Oda isn’t even remotely successful at trying to paint him in a grey light let alone “brutal.”
