their reign as emperors is over, but the characters themselves are alive. Kaido could easily retire now that he has been defeated by joyboy and BM can end her story in Elbaf
Pluton is a battleship, literally stated to be under the water and draining Wano is how you have to free pluton. It’s not in some random magma chamber. They’re dead.

There will be a fight but not the way like Luffy vs a villain (like Kaido or Katakuri) was. That would go against plot unless Oda obviously was planning Shanks to be a villain right from the start. Which I don't think is the case.
It will be Shanks testing Luffys ability. Should be still a good fight though.
