Thats my personal thought yeah. If the tree has anything to do with the 9 Realms and Norse, I can see Oda in the least having multiple kingdoms (some in the sky?). The viking motif in this place does support that at least.

Probably my biggest question beyond whomever is the actual villain (imo its not Loki)

9 realms = 9 main races and/or kingdoms

Each level of the tree having a different culture would be dope. Or it could be like similar to how wano is split up into different sections but the tree only holding the sky races
