It's not that Whitebeard called their duels legendary, it's that in this era there was so few Legendary events happening that now Shanks and Mihawk duels were deemed legends when it wouldn't have been in the time of Roger and Rocks..

Just more headcannon, as always. I asked you to bring facts Mihawk never clashed against a top tier and you have provided nothing.

Nobody would consider their duel legendary if they weren't top tier.

It is a fact that Mihawk has never clashed with a top tier, Shanks wasn't a top tier at 1 Billion..

They would, if the era between Roger and Luffy was lower in greatness, which is what Whitebeard was saying..
