It clearly says that the requirement to knock them out with CoC is that you have to be a certain level above the opponent.
Both Shanks and Rayleigh are said to knock out the same amount of foes which means that they are equally far away from them. Otherwise one of them would be able to knock out more than the other.
You can argue about what relevance the SBS has and that Oda may had fumbled the bag here, but please stick to what was written and not what you imagined.
Rayleigh has displayed very good mastery over CoC. He was able to single out opponents in a crowded placed.
At a greater age than Whitebeard when was not even able to use it at all anymore.
Rayleigh very clearly is a CoC beast.
You also misunderstand the SBS about the Straw Hats haki. Oda says that they specialized in it. It does not say that one is stronger than the other.
Luffys and Zoros CoO are still stronger than Sanjis CoO even when CoO is Sanjis "special" haki.

Even tho, at that point, no one had used CoC on panel except Rayleigh, Luffy and Shanks, Oda could have use WB (who was known as a CoC user) as a comparison like he did when he introduce Raileigh in Sabaody.

Gaban unironically is pretty hyped within the roger pirates
Whether he returns or not to the main story idk obviously tho I don’t feel too strongly either way. If he does it’d definitely be interesting but if he doesn’t then who cares
Either way he definitely has hype within the crew only behind Rayleigh. Like if Rayleigh was the right hand man gaban could have been the chief of staff. That maybe being why buggy used that for his crew

Pretty much I think Rayleigh and gaban were masters in armament and observation haki respectively
We already know for a fact Rayleigh has the highest level of armament so that’s pretty much set. So maybe he’s a master of that internal version
Like having all 3 alone doesn’t mean you’ve mastered each level. From what we’ve seen each can be pushed further with things like full body hardening for basic, what kizaru does for emissions, etc. so yeah why not give ray the highest mastery of the last level. If he mastered the other 2 I wouldn’t mind either lol
Obviously we don’t really know shit about gaban besides him being one of Roger’s top men just after Rayleigh but I just think it’s fun speculation so yeah
With Rayleigh being the armament master it’d be cool if gaban was the observation haki master. Maybe knowing how to do things like future sight and observation killing and other techniques idk. Again I just think it’d be cool if Roger’s top 2 men specialized and mastered each
Roger most likely mastering both with maybe knowing some unknown rare conquerors abilities on top of that

I don’t think oden had internal armament or future observation but I do think through the mastery of his swords enma and ame no habakiri. Like while oden “only” has emissions armament enma helps boost his output beyond normal kinda making up for the fact he doesn’t have internal. Imo habakiri might be tied to observation haki and his sensory abilities. So despite “only” having basic observation it can be enhanced somehow
