Which means he's not strong enough on his own. The ability to hit logias = Haki, which Luffy didn't have. Crocodile was defeated how Enel was defeated = Find a loophole to DF to bypass lack of Haki, and use physical strength.
Anyhow, I see Luffy's "I will surpass you" as his affirmation to be the Pirate King. Oda told us even by preskip standards, that Croc's bounty would be at least 2x higher than it was. It would surpass Luffy's new bounty easily.

Bounty isn’t the best indicator for strength
Zoro and sanji still have lower bounties than king and queen despite beating them. Possibly because of Marco but either way they came out those fights stronger
Luffy and law getting equal credit against doffy or Luffy kid and law getting equal credit again kaido and Linlin doesn’t mean Luffy didn’t come out stronger or at worst equal to doffy and kaido
Only reason they have equal bounties is due to them being allies. In kids case they just assumed he was tbf. Despite Luffy himself being a lot stronger than law in both cases and his the strawhats+fleet being significantly stronger than the heart pirates
But yeah his bounty is not at all reflective of his true strength just crediting him for what he’d done within his alliances

If the Logia invincibility cheat is the only thing that carries preskip Crocodile, then he was never "Yonkou Commander" level to begin with. Preskip Luffy would never pull that kind of win against any of the Admirals.

Goofy was weaker than Doflomingo 1 by 1 (great help to Lo) Goofy was weaker than Cracker 1 by 1 (great help to us). Goofy was not stronger than katakuri 1 on 1 (maximum draw) Goofy was weaker than Kaido (to whom other characters removed 70% hp). Goofy was weaker than Varkuri (couldn't even scratch him). Goofy was weaker than Kizaru by 1 to 1 (without food). Kizaru got up three chapters earlier than Goofy and could have killed him at any time. Goofy is a weak bastard.
Luffy can us fight on par with his opponent at least post him beating them but he doesn't always surpass them. Luffy if he had a immediate rematch would lose to characters like moriah, kaido, Mingo, and Lucci.
Then there are his situational wins where he beat the big bad but because of the situation he was in but would lose or wasn't stronger than the character he beat. This is for characters like croc where is he doesn't have water he can't do much and would just be dried up with no need for croc to make him bleed, Enel where luffy won solely because of df advantage but he wasn't stronger than Enel, and kata where kata chose to have a honorable fight and kept letting Luffy get back up and didn't just trap luffy in mochi to win.
Most of luffys fights are to break the big bads will and free whatever person or people are in danger it isn't to outright always make luffy the strongest. This is why luffy is allowed to fail and even lose before he ultimately wins.

The whole reason dumb debate because fans of luffy victims can;t get over the past . Funny thing , the same fanbase think cracker > doflimingo because they think luffy > doflimingo, yet in case of kaido did opposite of thinking .
