Doffy explains it "rubbery... in an armament state?" meaning he shouldn't be rubbery once Haki is applied, but he figured out how.

That isn't how CoA works, it doesn't change the malleability of the skin nor does it make Luffy no longer made of rubber... for example, Doflamingo's face still gets smushed together even though he's coating it in CoA, his face still retains the flexibility it always had.

If he’s casually releasing haki then probably not. With or without conquerors lighting is an indication of overusing haki like when Jinbe was strengthening his hardening against who’s who
