When Rayleigh was introduced, Oda made sure to make everyone know he is a top tier even as an old man, and was an absolute monster in his prime
Oda immediately emphasized Rayleigh's INDIVIDUAL hype
Gaban has been long introduced, and has never been hyped *
* unless you want to desperately leech from the "my best men" ....
... which is as much portrayal of anything as is:
- Both Lucci and Kaku being called the same as "powerful men" without differentiating
- Both Katakuri and Cracker being called the same as "officers" without differentiating
- And so on, many similar examples

It is to be expected he will be less relevant than Ray because of various reasons: he is a lesser Ray in the end, when he appears the reader will think he was the 3rd in the crew so after Ray, so less important etc. Ray will most likely have equal or even better relation to important stuff that happened in the past (yet he will not be there while Gaban will be to tell the story). Also while Ray back when he was introduced was a beast that dominated Sabaody and even kept Kizaru in place now Gaban will be something below a yonko, nothing exceptional when you have plenty of guys comparable to that now (the yonkos, the gorosei, Zoro and Sanji are YC1/2 level as well).
But Oda could even be cooking some sort of surprise and subvert the expectations.
