People confused physical strength with overall combat level. Oars Jr. had more physical strength than Doffy

In the same way, Luffy had his ass handed to him multiple times by Croc, before Oda could leverage his physical strength to overpower Crocodile.

With Croc just like with Enel, Luffy played games up until he found a workaround and used his physical strength to win.
