There was always gonna be one or two Top Tier giants around with CoC etc,.... though among the rest, you cant find giants stronger than Dory/Broggy.

Loki might be a legit top tier guys. Not a fake one like Oden but a real top tier. Literally it’s apparently taking all of the warriors of Elbaf to hold this guy back. Luffy also shat himself at Loki’s Haki like he did for Kizaru and like Jimbe did to Mars and Saint Shanks. And that legendary Devil fruit definitely helps.
