If Loki actually is strong enough to rival Luffy, I think it’s possible the WG might try to pit him against Luffy, instead of engaging in an immediate invasion of Elbaf.
I think they could send some agent of the WG, possibly Koby or Smoker there to free Loki. I think they could also send in S-Hawk, if only so Zoro can get a fight while Luffy takes Loki.
Ultimately Elbaf is a very important arc, so I’m not sure if Loki, a more or less new character, will actually be the main arc villain. Rather I think it’s more appropriate for the WG(Akainu??) to be the main villains.
Still, I could see the WG freeing Loki as a mid-arc conflict, setting up the greater invasion of Elbaf, which will happen towards the arc’s end.
