Well, he DID become one, but that title might as well not exist since Oda has not bothered to actually give him any territory, focus on his grand fleet and allies, or change the structure of his main crew.

The Straw Hats as they are right now are just the same as they were before Wano. Only difference is half of them got stronger. Thats all.

I'm not really intereated in the emperor title and I don't think Luffy Kidd or Law are either, BlackBeard might be,

Luffy is a Yonkou at best formally. He hasn't anything of the Yonkou and is not even treated like one; even underling of any underling dare to kidnap him.
Luffy is a free sprited individual, is not imposing (aside from rare moments) and most of all doesn't "rule" anything.
The Great pirate thing is much more fitting for him.
