Saturn was pre-occupied.
Others aren't strong enough to notice kiz speed.
And, light is so fast that not everyone can see especially when it's about movement speed.
And, we have seen such examples in DBZ and other manga.
Kiz doesn't need to stop as well. Because he isn't teleporting. He's simply damn fast

Nobody really talked about what would change.
- Kizaru would have to switch allegiance to a group like the Revolutionary Army because he will become a wanted man. (I guess this is only true if people find out about it though)
- Kizaru's change of heart may result in a change in his philosophy with Law. Unclear Justice will become something like Enlightened Justice.
- Akainu would condemn Kizaru and bear a personal grudge the same way he may with Aokiji.
- The information Kizaru gives to the Revolutionary Army could cause the Revolutionary Army to become prepared for war with the World Government.
- Kizaru may undergo an awakening and become the first Logia type we have seen do it.
- Kizaru may stay behind to ensure the Straw Hat's escape succeeds. (this may forfeit his life)
- If nobody finds out Kizaru did it, then he may conspire against the World Govermnent later.
- If nobody finds out Kizaru did it, then he may continue to work on behalf of the World Government except this one time. That would be weird, though, because that would mean he has betrayed his sense of Law, I think.
If I think of anything else, I'll add it.
We should consider his sense of Justice/Law to gain further insight on it.

1. The one who brought Luffy food also had to move Luffy away from the marines running at him because Luffy couldn't move.
It was not shown that Luffy recovered while marines were running at him and it wouldn't make sense for him to ditch his friends if can move.
2. Vauger would be fully visible to everyone once he brings the food and tp luffy out.
