For 99 percent of the verse strength is the most important thing when it comes to bounty. Look at Mihawk for an example.

We'll see eventually. I believe he was already equal to him around the time they met in the bar, which is why Oda kind of made them avoid fighting eachother by having Kuzan freeze most of his commanders beforehand
