It hasn't felt like Luffy has deserved anything in a long time, since at least Whole Cake Island where his victory didn't feel earned or believable at all.
The amount of plot armor and exterior help that Luffy relies on has only increased with time, even more post-timeskip, and the fact that he doesn't have any competence other than fighting whereas Roger at least had some scholary attitude and interest in the Void Century doesn't help.

Luffy only has so much plot armor because Oda fuck him over the most .
Name one other character in series that every time they get power up it has a draw back .
Hell in egghead Oda did not even let him use the haki shit he did vs Kaido and was just mostly G5 spam .
To make his fights look harder he has lose over and over and that has been going on for 1000 chapters no matter how strong he gets .
Hell bounties not base on power alone and you can bet he still will have smaller bounty even with everything they blame on him and they know about him and it make no damn sense.

I think a big part of the 3 billion berry bounty was to highlight that Luffy’s accomplishment was in fact comparable to Kid and Law’s.

Luffy is of course stronger than his rivals, hence he is a yonko. But he’s clearly not as strong as Teach or Shanks when he’s still going extreme diff with Kizaru.

We’ve already seen what Luffy is capable of against Kaido and that performance & result is well deserving of 4bil bounty. If anything it’s surprising the he got a bounty so low. In hindsight however, Oda prolly did so with the events on Egghead in mind.

A non consequential fluff fight against Kizaru that was more akin to cat & mouse more than anything else and was never really going to bear any tangible result changes nothing imo. Kizaru is an admiral so he’s more than a worthy opponent for Luffy (he’s a bloody top tier & one of the WG’s strongest fighters for fuck sakes) notion that he isn’t a match for current Luffy was always a rubbish take but takes like Kizaru being just as durable as Kaido or stronger than Kaido coz of how he took a star gun are just as ridiculous.

Oda’s not thinking about PL and how PL scalers perceive shit when he writes this kinda crap. Chances are that he just wanted to draw Kizaru dizzy with stars around his head coz he thought it’d be funny. Moreover stargun is also a convenient technique to justify putting Kizaru down temporarily. We already know the result of that fight. Kizaru went down to star gun and Luffy also conveniently shriveled up from hunger resulting in a draw and the reason is simple Oda never really intended to write a proper outcome for that fight. Was just filler/fluff with no substance. So basing either Luffy or Kizaru’s PLs off this is a waste of time imo.

Just s disclaimer, I am neither a Luffy fan boy or a Kizaru or admiral downplayer just saying you don’t always have to look at every single ting through PL lenses coz let’s be honest Oda isn’t constantly thinking about shit like that.

Also, they should've sent one of the Gorosei summoning 4 while Luffy was fighting Kaido when they figured he has the Nika fruit.
