The inflation thing was purely brought in by Oda to bridge the gap between the number he gave Dorry/Broggy in Little Garden and the number he wanted them to be at now.

Considering their last bounty update was over a century ago, Oda felt he could use inflation to handwave away the huge bounty gap. It clearly wasn't meant to be used for human pirates within living memory and certainly not for somebody that only died two years ago.
